Formula Funds, Competitive Funds, and Direct Spending

#FFFFFF

Some funds are awarded to the state, local governments or Tribes by a formula determined by the federal agency. Formula funds under IIJA and IRA have specific purposes and require a plan or secondary approval before they are expended.

Some funds are awarded through a competitive process through which the state, local government or Tribe has to submit an application which is scored and ranked by the federal agency awarding the funds.

Federal agencies are also completing projects directly in Colorado, typically on federal lands or related to federally-owned facilities. This is referred to as “Direct” spending.
