Definitions:
Encumbered: Amount that has been contracted and being spent or yet to be reimbursed
Expended: Amount spent and reimbursed
Interagency Agreement: Funding allocated from the dollars set aside in SB21-288 and HB22-1411 for the Governor's discretionary uses that comply with the American Rescue Plan Act
Unencumbered: Amount that is in the process of contracting or planning
